These notes supplement the on-line help available as part of the Internet-based GSE Requirements System

What is the want or need? (Complete detailed description)

Describe the problem or need you expect to be resolved if this requirement were satisfied. Do not assume the want or need is obvious. Include examples or scenarios if they will help the developers understand the issue. Please focus on the problem, rather than a proposed solution or implementation.

Why is it important to solve this requirement?
What are the benefits to your business, or to users?

Include the business perspective, user perspective, financial implications, usage, etc.

GSE vendor partners receive many requirements from many different sources. Your response to this question should 'sell' the requirement to them, to show them why their limited resources should be used to implement this particular requirement instead of another.

Is there any time limit in delivering a solution?
If so, what is the limit and why does it exist?
Specify 6 months, 1 year, 3 years or 5 years in your answer.

Are there circumstances that necessitate this requirement be resolved within a specific timeframe. If so, explain the timeframe urgency, giving business justification. The timeframe requirement will help the vendor provide a meaningful response to the request. Sound justification could influence development priority. However, be accurate. Requirements may be rejected if the solution can not be provided in the timeframe requested.

Please evaluate how the requirement relates to business value areas. (1 - 5, 5 is high)

If any areas are related particularly high or low, please describe why, for each one (and indicate which area you are describing).

Without requiring a specific implementation, is there a solution you would like to suggest?

What is an acceptable solution, what is not. How will you know when you get the need/want satisfied? You can also comment on other solutions you tested.

What is the impact if the vendor receiving the requirement does not provide a solution?
Describe the environment in relation to this want/need.

Include the impact on the business, the users. Are there alternatives available? Will you look to other vendors, or consider developing your own solution?
